Can You Clean iPhone Photos Without Internet?

On-device analysis and offline availability are different things. Swipellio analyses and processes photos on your iPhone, but an original stored in iCloud may still need downloading before an action can use it.
Start with photos already on the device
A local review should use media that is available on the phone. Do not assume a visible thumbnail proves the full original is downloaded. If an item depends on iCloud, it can require a connection before you can complete the action you chose.
What Swipellio uses the network for
Swipellio does not upload photos to a server of its own. Analysis and processing are on-device. Internet is used to load your own photos and videos from iCloud; purchases are handled by Apple. This is why no uploads does not mean the app never makes a network connection.
Choose the iCloud setting deliberately
Use iCloud photos is an app setting and can be turned off. With network use explicitly disabled, iCloud actions are disabled with a reason rather than left waiting. Quick Cleanup has its own iCloud toggle; until you set it explicitly, it inherits the global setting.
Understand Low Data Mode
Background work does not download iCloud media in Low Data Mode. An action you start can request a download, with confirmation for large videos. A stalled cloud-dependent task is not evidence that the app is uploading your photos elsewhere.
Use a session that fits the connection
Review locally available items when you do not have a connection. If the exact original you need is in iCloud, wait until you can load it. Do not promise yourself a complete offline cleanup of a cloud-only library. Basic swiping does not require a Swipellio account or a daily paid allowance.

Check before deleting
A left swipe only moves the photo into the in-app Trash Bin. You can restore it until you empty the Bin; a double tap undoes the last swipe. After deleting from your library, check Recently Deleted in Photos too. Permanently deleting from there cannot be undone.
With iCloud Photos enabled, deleting also syncs to other devices on the same account. Keep a separate copy of important memories before permanently removing them.
